NEERANCHAL PROJECT

 

Background:

Rain-fed agriculture accounts for nearly 68 percent of India’s cropped area, providing livelihoods to over 480 million people. Of the 127 agro-climatic zones in India, 73 are rain-fed, characterized by constraints in water availability, higher poverty ratios. Majority of the districts in Rayalaseema region of Andhra Pradesh are semi-arid and rain fed. Rainwater management is one of the most critical components of rain fed farming and the successful production of crops largely depends on how efficiently soil moisture is conserved in situ and the surplus run-off is harvested, stored and reused for supplemental irrigation and also for recharging the groundwater. To mitigate the drought conditions in the semi-arid rain fed areas  theGovernment of Andhra Pradesh has taken up “Integrated Watershed Management programme” (IWMP) on a large scale.For augmentation of the productionin the rain fed regions, theCentral government formulated “Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)” scheme with the call ofHonorable Prime Minister of India “Har Khet ko pani” and “More Crop per Drop”Thus,the IWMP Watersheds are being implemented and called as PMKSY Watersheds.

 

The World Bank assisted NEERANCHAL National Watershed Project is basically a Technical assistance project primarily designed to provide technical capacity building support and improve the implementation efficiency of the existing - IWMP (Watershed Development Component of the PMKSY)” programme to  positively influence the outcomes of the ongoing WDC-PMKSY through technical and financial support for better delivery and impacts through improved planning approaches, capacity building, coordination and convergence, supportive research and development.“NEERANCHAL National Watershed Project is being implemented in 9 States across the country and Rajasthan is one among them.

 

Project Objectives:

 

Ø  To improve the effectiveness of the Watershed Development Component of PMKSY.

Ø  To improve the incremental conservation outcomes and agricultural yields for communities in project areas

Ø  Adoption of new processes and technologies into the broader Watershed Component of PMKSY in participating project states.

Project Components

 

1.      Central Institutional and Capacity Building - Assessment of training needs, leading to implementation of resultant strategies. Knowledge and data will be systematically collected, analyzed and disseminated to project personnel and participants, through a comprehensive communication strategy.

2.      National Innovation Support–It will support the generation of innovative knowledge, tools, and approaches to underpin improvements to WDC-PMKSY, related to watershed planning and implementation and agricultural intensification, based on identified needs of the States.

 

3.    IWMP Implementation Support- Support for Improved Programme Integration in Rain fed Areas, Institutional Strengthening, Adoption of R & D and Technology Transfer, Project Management and Coordination, State Specific Innovations & Pilots and Urban Watersheds to be implemented by the States.

 

4.      Project Management and Coordination -This component will ensure effective, efficient and responsive project management that includes upgrading of the Neeranchal PIU office, provide  incremental operating costs for travel, meetings, financial management, internal/external audit and procurement; equipment; and project management consultancies.
